Just a fyi that Spawn is required to be an enclosed structure. Did you mean to make this structure as the World/Main Building?

Both. You entered your structure as Spawn, meaning that it's the area where players will spawn when joining the server. Like the current spawn in the server, the player must register/login before they can get out of spawn.
