I wouldn't really consider this as a sign of harassment at the moment, but I understand what you're saying.
Since he doesn't seem to be breaking any tiles, it's not considered griefing either.

This seems like an issue that can be better resolved by a staff on duty (in the server) where the player would be warned, kicked, and then temporarily banned.
If this becomes a more prominent issue, we'll look into it more.
