They said that to Kai. Just because Kai is calling him/her a hacker.

The chat log you provided doesn't necessarily show that the person is implying to be a former staff/admin on the server, but possibly from another server?
I also don't exactly see proof that the person is hacking unless he/she is excusing their self by saying that "I'm a modder".
Either way, thanks for reporting, I'll keep a lookout for this person.
