    As for tools, I'm thinking the first couple of levels should be pretty easy to decide...Based off of the Ores wiki page (http://terraria.gamepedia.com/Ores) Level 2: Access to 2nd tier tools (Iron/lead, early magic items, bombs, grenades) Level 3: Access to 3rd tier tools (Silver/tungsten)...
