Additional Information: he expoited into a base using a portal gun, the wall was 2 blocks thick

Since it doesn't sound like he broke anything and there's no visual proof, I'll let him off the hook this time.
If he does continue to invade someone's privacy, then more severe actions will be taken.

A good way to provide even a little bit of proof is to copy-paste the chat log from Server-Chat so we have a better insight into what went down.
