There will be alot of coding/editing to do all that syncing because the site doesn't natively have a way to interact with steam and connect to other databases in the way you described.

The chat log you provided doesn't necessarily show that the person is implying to be a former staff/admin on the server, but possibly from another server? I also don't exactly see proof that the person is hacking unless he/she is excusing their self by saying that "I'm a modder". Either way...

This is an old game that I remember playing in a community which turned out to be fun when there's nothing else to do. The objective is to reach the highest number by posting only pictures of the number, not the word. Whoever posts next has to post the next number. So I'll start out... :)
